Three killed, 17 injured in Arghakhachi jeep accident

At least three people died and 17 others were injured when an overcrowded jeep met with an accident at Nuwakot VDC-3 of Arghakhanchi district on Sunday.

The jeep with the number plate Lu-1-Ja 1184, which was heading for district headquarters Sandhikharka from Asurkot VDC, fell around 200 meters down the road, killing three persons on the spot, reports said.

Two of the deceased have been identified as Sarita Shrestha of Pyuthan district and Bhuwan Gaire of Arghakhanchi.

The injured passengers have been admitted to the district hospital in Sandhikharka for treatment.

Blasts in offices of NSP and TMDP

Unidentified groups have exploded separate bombs at the offices of Nepal Sadbhavana Party (NSP) and Terai Madhes Democratic Party (TMDP) in Tribhuwanchowk of Nepalgunj on Sunday night.

The explosion in the NSP office has damaged its doors. Twenty minutes later another bomb exploded nearby TMDP office damaging some shops in the vicinity.

Police have said that a socket bomb was exploded in NSP office while a pipe bomb was used in TMDP office. No one is reported to have been injured.

According to reports, a person identifying himself as military commander of Janatantrik Terai Mukti Morcha (JTMM-Jwala Singh) later made phone calls and owned up the responsibility for the explosions

US mission condemns attack on Himalmedia

The US embassy in Kathmandu has condemned the violent attack on Himalmedia on Sunday, terming it as "a blatant, illegal assault" on freedom of the press in Nepal.

"It was a criminal act to invade the premises and physically assault the Himalmedia staff," the US embassy said in a press release issued Monday, adding that the perpetrators [of this assault] must be held accountable.

The embassy also called for an end to the culture of impunity "that has protected some criminals from prosecution for violent, illegal actions". "There is no justification for the use of violence and intimidation by any party or organisation in an attempt to control the media or threaten freedom of the press in Nepal," the release adds.

PM blames 'party infiltrators' behind Himalmedia assault, assures probe into the incident

Prime Minister Pushpa Kamal Dahal on Monday denied any direct involvement of Maoist party in the assault on Himalmedia Sunday and claimed that "some immoral agents" who have "infiltrated" into the Maoist party and ranks were in fact involved it.

He also expressed commitment that the government will probe the incident and take action against those involved in the attack.

In a meeting with leaders of the civil society at his official residence in Baluwatar Monday morning, PM Dahal expressed sadness over the incident and urged everyone to fight against these "infiltrators" with determination and that they will have all the support needed [in this] from the government.

Representatives of Kathmandu based Model Hospital were also in the civil society group that had gone to meet PM Dahal to raise concern about the problems Maoist-aligned workers' union have created in Model Hospital and Sunday's attack on Himalmedia by Maoist-aligned trade unions.

"There are people who in the guise of the Maoists are engaged in giving a bad name to the party," he said, adding "our party is constantly struggling to rid the party off these elements."

Meanwhile, Federation of Nepalese Journalist (FNJ) has called the assault by Maoist aligned trade unions on Himalmedia as a "naked aggression" against press freedom and strongly condemned the "brutal attack" on the media house and media persons.

Talking to Nepalnews.com, Poshan K.C, general secretary of FNJ, said that the attack against the press that fought for freedom and democracy in the country alongside political parties by cadres of very party that is in power openly flouts the government's commitment to freedom of expression.

K.C said that FNJ has repeatedly called upon the government to guarantee protection to media houses and media persons in the past "but incidents of assaults [against the media] have occurred in appalling regularity".

"What this shows is that the government appears not to take the matter seriously, so we have been left no with no option but to take to the streets," he said, adding that FNJ is planning to organise a rally in the capital today to protest the incident

Maoists 'in discussion' to open admission in PLA

A senior commander of the People's Liberation Army (PLA) of CPN (Maoist) has said that the Maoists will also start taking in new recruits if Nepal Army (NA) does not stop new recruitments.

PLA Deputy Commander Chandra Prasad Khanal a.k.a. Baldev Monday said that they were surprised by the abrupt decision of NA to open new admission by breaching the peace agreement and warned that the Maoists will also have to initiate the admission process if NA goes ahead with its decision.

He informed that discussion is going on to open admission in the PLA. Khanal, who was speaking at the press meet organised by pro-Maoist Revolutionary Journalists Association in Butwal, claimed that the Prime Minister and the United Nation Mission in Nepal (UNMIN) has already been notified about the issue. He said he has also asked for PM Dahal's permission regarding opening admission in the PLA.

The PLA deputy commander said that NA's decision to open new admission to fill up its vacant posts at a time when discussion have been going on about army integration has raised doubts whether NA is completely under the control of Maoist defense minister.

Emphasising that there is no other alternative to army integration, Khanal said there is danger that the country might slip back to violence and conflict if it doesn't happen.

He also flayed Nepali Congress (NC) president Girija Prasad Koirala for making inflammatory statements against the army integration

WORLD LEADERS CONDEMN

President-elect Barack Obama and UN chief Ban ki-moon led the global community condemnation of the terror attacks in Mumbai and called on the nations of the world to work together to "root out and destroy terrorist networks".
At least 80 people, including Anti-Terrorism Squad chief Hemant Karkare, were killed when terrorists struck with impunity in Mumbai in coordinated multiple blasts and gunfire in a dozen areas across the city.
"These coordinated attacks on innocent civilians demonstrate the grave and urgent threat of terrorism," Obama's Chief National security Spokesperson Brooke Anderson said in a statement. "The United States must continue to strengthen our partnerships with India and nations around the world to root out and destroy terrorist networks," he said.
"We stand with the people of India, whose democracy will prove far more resilient than the hateful ideology that led to these attacks," Anderson added. In a statement, the US State Department condemned the terrorist attacks in Mumbai. "We are monitoring the situation very closely and stand ready to support the Indian authorities as they deal with this horrific series of attacks. At this point, we are unaware of any American casualties," it added.
The UN chief also strongly condemned the attacks, saying "such violence is totally unacceptable." He said that no cause or grievance can justify indiscriminate attacks against civilians and called for the perpetrators of the attacks to be brought to justice. British Prime Minister Gordon Brown said the "outrageous" attacks will be met with a "vigorous response".
"I have sent a message to Prime Minister (Manmohan) Singh that the UK stands solidly with his government as they respond," Brown said, adding the UK is ready to offer all necessary help to India. British Foreign Secretary David Miliband said the attacks were a reminder of the threat from violent extremists. "Today's attacks in Mumbai which have claimed many innocent victims remind us, yet again, of the threat we face from violent extremists," he said."Our thoughts are with the families and friends of those killed and injured. The UK and India will continue their joint efforts to counter the actions of terrorists," he said. The European Union strongly condemned the attacks and expressed its "horror and indignation" at the series of shootings and blasts.
Canada's Foreign Affairs Minister Lawrence Cannon condemned the attacks, saying "these cowardly attacks are truly appalling." "Canada strongly condemns the savage terrorist attacks in Mumbai, which have left hundreds of innocent civilians injured or killed," Cannon said. Britain's Liberal Democrat leader Nick Clegg said: "When violent terrorism raises its ugly head, it is crucial that the international community stands together. Conservative leader David Cameron said his thoughts were with all those who had been caught up in the attacks. "India and Britain stand together at this time in the face of terrorism," he said. The British Foreign Office has also issued an emergency number for people with relatives in Mumbai: 0207 008 0000.

250 INJURED IN SERIAL TERROR STRIKES IN SOUTH MUMBAI

A terrorist, claiming to belong to Deccan Mujaheddin, told India TV over telephone a few minutes ago that there were seven of them inside Taj hotel, and they would die fighting the commandos. The terrorist, Shahadullah, claimed he was from Hyderabad, but his tone and tenor did not appear to be that of a Hyderabadi. The terrorist made allegations about perceived injustice meted out to Muslims. The terrorist abruptly terminated the cal, even as army commandos entered the Taj hotel. Some of the terrorists are watching news tv channels in the Taj hotel rooms to find out what's happening in the world outside.

100 KILLED, 250 INJURED IN SERIAL TERROR STRIKES IN SOUTH MUMBAI

Heavily armed terrorists struck at the heart of India's financial capital on Wednesday night causing mayhem and murders, with 100 persons killed and more than 250 killed, as last reports came in. A senior Railway police official said that more than 10 persons were killed and 30 people were injured in Chhatrapati Shivaji Terminus (VT station) alone, where terrorists sprayed bullets from AK 47 rifles on late evening rush crowd of railway commuters. Two bodies were brought to Cama hospital. The other major attack took place in a taxi number MH 01 D7792 in Ville Parle in which at least five persons were killed. The first attack took place at around 9.40 pm in south Mumbai's Leopold Cafe in Colaba, a favourite hangout for foreigners. The terrorist attacks on the eve of arrival of IPL teams in Mumbai on Thursday indicate that the terrorists were planning to strike terror in the heart of India's financial capital. Some terrorists were reported still holed up inside Oberoi hotel, where firing was still continuing. Some terrorists also entered Taj hotel, but firing has stopped there.
Carefully coordinated serial explosions and indiscriminate firing rocked eight areas across Mumbai including the crowded CST railway station, two five star hotels--Oberoi and Taj-- leaving 20 persons dead and 50 injured.
Armed with AK-47 rifles and grenades, a couple of terrorists entered the passenger hall of CST and opened fire and threw grenades, Mumbai General Railway Police Commissioner A K Sharma said.
The terror strike which began at 1033 PM at Chhatrapathi Shivaji Terminus(CST),formerly known as the Victoria Terminus(VT), claimed 10 lives in the premises of the station alone, police said. Three persons were killed in a bomb explosion in a taxi on Mazegaon dockyard road and an equal number were gunned down at Taj Hotel. The victim in the hotel were its employees.
The lobby of the Oberoi hotel was on fire and the hotel evacuated, eyewitnesses said

Love

Love is a strange thing. It can be the most amazing feeling in the world, or it can really hurt, but in the end love is something most, if not all of us, will face. While there are many different ways to define love and there are many different ways to love someone (even yourself), here is a general guide to loving।

Say it. When you say the words "I Love You," do they carry it with them the desire to show someone you love them or do they carry it with them is it what you want to feel? And when you say it make sure you really mean it and are willing to do anything for that special person
Empathize. Put yourself in someone else's shoes. Rather than impose your own expectations or attempt to control them, try to understand how they feel, where they come from, and who they are; and realize how they could also love you back just as well.
Love unconditionally. If you cannot love another person without attaching stipulations, then it is not love at all, but deep-seated opportunism (one who makes the most of an advantage, often unmindful of others). If your interest is not in the other person as such, but rather in how that person can enhance your experience of life, then it is not unconditional. If you have no intention of improving that person’s life, or allowing that person to be themselves and accepting them as they are, and not who you want them to be, then you are not striving to love them unconditionally.
Expect nothing in return. That doesn't mean you should allow someone to mistreat or undervalue you. It means that giving love does not guarantee receiving love. Try loving just for loving's sake. Realize that someone may have a different way of showing his or her love for you; do not expect to be loved back in exactly the same way.
Realize it can be lost। If you realize that you can lose the one you love, then you have a greater appreciation of what you have. Think how lucky you are to have someone to love.

The circle of music

Parikrama has been there creating music for the last 17 years and has come a long way. Formed on 17 June, 1991, the band draws inspiration from Rock Machine, Pink Floyd, Iron Maiden, Doors, Deep Purple, Jimi Hendrix and AC/DC amongst many others. They've performed in over 1,500 venues and when WAVE got in touch with the band for an x'clusive interview, the band was in the diwali mood and was preparing to rock Nepal on 7 and 8 November. We look forward to the rocking concert Parikrama! And now the interview follows….
What is Parikrama's music all about?Parikrama's music, traditionally, had been Blues based rock, more like classic rock. But we changed it a bit last year when Iron Maiden took us for a 25-day UK tour and we ended up playing in many concerts including the Download Festival. Accordingly, we added shades of metal to our newer originals to suit the tour.
How did you end up naming your band "Parikrama" and why?We wanted to keep a Hindi name, for no apparent reason. It was quite uncommon in those days as well. Nitin came up with the name and we all liked it because we could relate to it immensely as it denotes the circle of life and the theory of karma. Hence, the name!
Rate Indus Creed, Pentagram and Parikrama in terms of their music.Indus Creed is a legend for us. They were the original rockers and we respect them immensely. If they ever re-group and no matter how big-a-band we become, we will always be open to them for concerts. We are not really into electronica as such, so don't know much regarding Pentagram's music but they are a good act. As for Parikrama, please do the rating.
You have not released any albums yet, why is that? Do you have any plans of taking one out?Parikrama always had a different marketing strategy. We release our tracks for free on www.parikrama.com and let people download it. We realised quite early on that we cannot make money from album sales so we followed this strategy. Till date, we have close to six million downloads. People download our tracks, and if they like us they call us for shows. Today, the whole world is doing the same thing we did 13 years ago. Look at AC/DC, Coldplay, Radiohead and many more. And yes, we are planning to release an album. More so because our fans are after our asses; they want a proper album with cover/snaps and all. So let's see.
You've played alongside Iron Maiden four times, how did it feel? You also toured with Saif Ali Khan. Please share your experience with us. Iron Maiden are probably the most humble and chilled out band we've ever met. They are idols to many but still so down-to-earth. It was like a 'lifetime achievement' award kind of feeling for all of us. It was brilliant! And Saif is a rocker. He knows more lyrics then we do. He is a dedicated musician and is always eager to learn. But you have to understand that he is an actor and plays guitar just for passion. But it was great!
You've performed in Nepal before. How did it feel playing for the crowd here? You know, it was us who actually called Deependra and told him shamelessly that we wanted to play in Nepal. We can't tell you how excited we are to be performing again because the people in Nepal truly understand music.

Skin that glows



You don't have to leave the four walls of your room or your kitchen to have your skin looking and feeling like a supple baby-bottom. In fact, you can snuggle up on a sophisticated arm chair, prop up your feet and have your little sister/brother, who knows absolutely nothing about skin care do the dirty work for you. All you need are the basic materials that will generally be placed in one of the cabinets of your kitchen, and all you have to do is go find them, mix and apply away to glory!
First, you need to figure out whether your skin type is oily, dry or combination. Once you've got that sorted, choose one of the three sections with the skin treatment that will work best for you.
For oily skinOily skin attracts a lot of dirt so you would do well to wash your face regularly with a cleanser. Don't make the mistake of using moisturising creams. Instead, use water-based creams, because oily skin doesn't need more nourishing.
Skin that's oily works well with egg whites. The best face pack is a mixture of egg whites, which also help tighten skin, and honey. Blend the mixture and apply, and leave for 15 minutes. Wash with a face-wash.
Another way to keep your face clean and refreshed is by splashing cold water on your face 3-4 times a day. Put a bowl of water in the fridge. The cold water also helps tighten your pores. Another cleanser is papaya pulp. When applied, it softens dead skin and helps shed them.
Instead of cringing on-stage after a bad performance, you would do well to lift your chin and let the tomatoes splatter on your face. Because, believe it or not, a paste of tomatoes when applied, is good for oily skin.
For dry skinIf you've got dry skin, don't use a face-wash too often (or don't use it at all). Instead, use a rich cream cleanser – which could mean the one in stores, or just some milk. Milk is a good cleanser, and also nourishes your skin. Leave it on the skin for a while, and when you're done wash it off with plain water and use a mild face tonic.
A good way to rejuvenate dry chapped skin is washing your face with watermelon juice. Instead of using it on your thirst, use it on parched skin with a splash once a week and you'll see marked improvement. In fact, a friend once told me that her skin got better because she just made it a point to rub her wet hands over her skin after eating fruits!
Another good tip is that you mustn't over-expose your skin to the sun. You may think you're doing well by sleeping on the terrace smothered in oil, but 'limit' is key.

सासू-ससुराले बुहारी निकाले

परपुरुषसँग यौनसम्पर्क राखेको आरोप लगाउँदै बाग्लुङ नारायणस्थान- २ निवासी सीता नेपालीलाई सासूससुराले घरबाट निकालिदिएका छन् । उनलाई छोराछोरीसँग भेट्नसमेत रोक लगाइएको छ । १५ दिनअघि घरबाट निकालिएकी सीता हाल माइतमा बस्दै आएकी छिन् । घरनिकाला गरिएकी सीता अहिले न्याय खोज्दै सदरमुकामस्थित वकालत मञ्च आएकी छिन् । 'न्यायका लागि स्थानीय आमा समूहसँग गुहार मागेँ तर, त्यहाँका पदाधिकारीले पनि उल्टै मलाई नै दोषी देखाए,' सीताले भनिन्, 'वकालत मञ्चले मेरा दुई छोराछोरीसहित घरमै बस्ने वातावरण बनाई देओेस् ।'

घरबाट निकालेपछि दुई वषीय छोरा इसान र चार वषर्ीया छोरी इशालाई घरमै राखेको र सासूससुराले भेट्न नदिएको आरोप सीताको छ । सासूससुराले लगाएको आरोप झुटो भएको पनि सीताले बताएकी छिन् । सीताका श्रीमान् भने हाल थाइल्यान्डमा छन् । सीताकी आमा बाटुली परियारले महिला अधिकारवादी संस्थाले पनि आफैंलाई दोषी देखाएको बताइन् । 'नातिनातिना फर्काइदिन आमा समूहलाई अनुरोध गर्न जाँदा उल्टै त्यहाँका महिलाले अपशब्द प्रयोग गर्दै कालोमोसो लगाउने धम्की दिए,' बाटुलीले गुनासो गरिन् ।

प्रचण्ड नै प्रधानमन्त्री

माओवादीको सरकारको नेतृत्व प्रचण्डले नै गर्ने सम्भावना बढेको माओवादी श्रोतले दावी गरेको छ ।

संविधानसभा चुनावको प्रत्यक्षतर्फ बहुमत ल्याएको माओवादीको सरकार प्रचण्डको नेतृत्वमै बन्ने सम्भावना बढेको छ । माओवादीले त्यसबारे अझै निर्णय नगरे पनि प्रचण्ड नै प्रधानमन्त्री बन्नुपर्ने पक्षमा माओवादी नेता/कार्यकर्ता खुल्न थालेका छन् । नयाँ संविधान नबन्दासम्म राष्ट्रपति बन्ने सम्भावना नरहेको तथा प्रधानमन्त्रीले नै राष्ट्रप्रमूखको भूमिका निर्वाह गर्नुपर्ने भएकाले प्रचण्ड पनि प्रधानमन्त्री बन्न इच्छुक रहेको माओवादी श्रोतले बताएको छ । यसअघि भने माओवादीले सरकार बनाए माओवादीका वरिष्ठ नेता डा. बाबुराम भट्टराई प्रधानमन्त्री हुने तथा प्रचण्ड राष्ट्रपतिका लागि पर्खने प्रचारित थियो ।

अन्तरिम संविधानमा राष्ट्रप्रमूख र प्रधानमन्त्रीको अधिकारबारे नखुलाइएको तथा नयाँ संविधान नबनुन्जेल शक्तिसाली राष्ट्रपतिको ब्यवस्था हुने सम्भावना कम रहेको बिश्लेषण गर्दै प्रचण्ड आफै प्रधानमन्त्री बन्ने निश्कर्षमा पुगेको श्रोत बताउछ । राष्ट्रप्रमूख र प्रधानमन्त्रीका दुइ शक्ति केन्द्र बन्ने र तीबीच बिबाद हुने सम्भावना रहेका कारण पनि प्रचण्ड आफैं प्रधानमन्त्री बन्न कस्सिएको श्रोतको दावी छ । श्रोतका अनुसार, प्रचण्डले आफू प्रधानमन्त्री बन्ने खुलासा आइतबारसम्म संचारमाध्यममार्फत गर्ने सम्भावना छ ।

क्रान्ति अब सिनेमातिर

निमा रुम्बाले पहिलो फिल्मबाट नै दमदार अभिनय गरे । यस्तो अभिनय कला अरु गायकमा पनि हुँदो हो भन्ने तपाइँ सोचिरहनु भएको छ भने ठीक सोचिरहनु भएको छ । गायक क्रान्ति आले "दृष्टि" नामक चलचित्रबाट अभिनयमा हामफाल्दैछन् ।

चलचित्र चाहिँ डिजिटल फर्म्याटमै हुनेछ । यसमा गीत र फाइटका दृश्य पनि हालिएका छन् । र, सुटिङ चाहिँ केही ढिला नै हुने बताइएको छ ।

यता यस चलचित्रका सम्बन्धमा गायकले मुख खोलिरहेका भने छैनन् । उनले यस चलचित्रमा एउटा दृष्टिविहीन व्यक्तिको भूमिका निर्वाह गर्ने भएका छन् ।

यसमा सिनी गुरुङ, कन्काइष्ट राई, जीएक्स सोलसहित नायक स्वयंको स्वर यसमा रहनेछ ।

गायक क्रान्तिले अभिनयको केही प्रशिक्षण लिन भ्याइसकेका छन् भने मारपिटका केही दृश्यसमेत हालिने भएकाले उनले हातगोडा चलाउने प्रशिक्षण पनि लिइसकेका छन् ।

चलचित्रका निर्देशक राजन राई रहेका छन् । राइले हालै भारतमा चलचित्र निर्देशनसम्बन्धी प्रशिक्षण लिएको बताइएको छ ।

यता गायक आले चाहिँ चलचित्र शुरु नभई चलचित्रको च पनि उच्चारण नगर्ने स्थितिमा रहेका छन् ।

दरबारद्वारा समाचारको खण्डन

राजा गद्धी त्यागी भारततिर निर्वासनमा जान लागेको भन्ने समाचारहरूको दरवारले खण्डन गरेको छ।

राजदरवार सम्बाद सचिवालयले आइतबार एक विज्ञप्ति मार्फत दरवारको सम्बन्धमा स्वदेशी तथा विदेशी सञ्चारमाध्यमबाट प्रकाशित समाचारहरू कपोलकल्पित भएको बताएको छ।

माओवादीको नेतृत्वमा सरकार बन्ने भएपछि राजाले गद्धी त्यागी भारततिर निर्वासनमा जाने भनी विभिन्न समाचार माध्यममा समाचारहरू प्रकाशित भैरहेका बेला दरवारको यस्तो खण्डन आएको हो।
विज्ञप्तिमा कुन समाचार माध्यमको कुन समाचारलाई खण्डन गरिएको भन्ने स्पष्ट पारिएको छैन।

यसअघि भारतले 'राजाले भारतमा शरण मागेको' भन्ने समाचारको खण्डन गरेको थियो।

माओवादीलाई आतंककारीको सूचीबाट हटाउने

संयुक्त राज्य अमेरिकाले नेकपा माओवादीलाई आतंककारीको सूचीबाट हटाउने भएको छ । सभामुख सुभाषचन्द्र नेम्वाङसंग संसद भवनस्थित कार्यकक्षमा ९ वैशाखमा भएको भेटमा अमेरिकी राजदूत नान्सी जे पावेलले उक्त जानकारी गराउनुभएको हो । नेम्वाङका अनुसार पावेलले माओवादीलाई अमेरिकी सरकारको आतंककारीको सूचीबाट हटाउने प्रक्रिया अगाडि बढाइसकिएको जनाउनुभएको छ । प्राविधिक काम सकिएलगत्तै उक्त घोषणा हुने पावेलको भनाई रहेको थियो ।

काठमाण्डौमा कुमारी आमाको बिगबिगी

भन्छन वैंशमा मान्छे अन्धो हुन्छ, सम्हाल्न नसके यो अन्धोपनले जीवनभर शिर निहुरयाएर वाच्न वाध्य गराउछ । यहि वैंशलाई सम्हाल्न नसकेर कुमारी आमा बनि रोइरहेकाहरु जमात दिन प्रति दिन बढिरहेको छ । कलेजको खुल्ला बाताबरन, आमा बावूको छोरा छोरीहरुको चालचलन प्रति चासोको कमि , साथीभाईहरुको विकृत मानसिकताको सहयात्री, अनि यौन प्रतिको काचो जानकारी प्रमुख कारण हुनर्पर्छ कुमारी आमा बन्नुको पछाडी । यो समस्या हिजो आज प्रमुख रुपमा नेपालको विषेश गरी प्ा्रमुख शहरी क्षेत्रहरु विराटनगर,पोखरा, धरान, विरगंज,अनि काठमाण्डौंमा बढ्दै गएको छ । गैर कानूनी रुपमा फस्र्टाईरहेको मसाज, क्याबिन रेष्टुरेन्ट,डान्सबार,क्लव प्रतिको मोह अहिले विषेश गरी यूवापुस्तामा बढ्दै गएको पाईन्छ । असुरक्षित यौन सर्म्पर्कले युवतीहरुलाई कुमारी आमा मात्र हैन डरलाग्दो रोग एड्सले पनि संक्रमित बनाईरहेको छ । यो समस्याले युवाहरुलाई पनि उत्तिकै गाज्दै लगेको छ । यो समस्या प्रति समयमै सजक नभए यसले भोली गम्भिर रुप लिने लगभग ढुक्क छ ।

काठमाडौ“ लुटेराहरुको र ाजधानी बन्ने खतरा

माघ १५ गते दिउ“सो ब्याङ्कबाट रकम झिकेर कार्यालयतर्फजा“दै गरेका राजु लामा लुटिए । विशालबजारस्िथत नेपाल इन्भेस्टमेन्ट ब्याङ्कबाट रकम झिकेर नजिकैको नेपाल सेयर मार्केट एन्ड फाइनाइन्स प्रालि नपुग्दै रञ्जना गल्लीमा पछाडिबाट खुकुरी हानेर लामाको झोलामा रहेको ४० लाख रुपिया“ लुटिएको हो । फाइनान्सका सुरक्षागार्ड रहेका लामा राजधानीको मुटुबाट दिनदहाडै लुटि“दा पनि प्रहरीले दोषीलाई पक्रन सकेको छैन ।

टेकुस्िथत एभरेस्ट ब्याङ्कबाट रकम निकालेर कार्यालय फर्किन लागेका व्यवसायीबाट १९ लाख रुपिया“भन्दा बढी लुटिएको एक साता नबित्दै पछिल्लो घटना भएको हो । टेकुको घटनामा अज्ञात व्यक्तिले कपडामा लगाइदिएको फोहोर हटाउने क्रममा हुलास रेमिटेन्सका सञ्जय झाको झोलामा रहेको नगद लिएर लुटेराहरू भागेका थिए । प्रहरीले लुटपाटमा संलग्न समूहको सुइ“कोसमेत पाएको छैन ।

पछिल्लो समय ब्याङ्क तथा वित्तीय संस्था र त्यसका ग्राहक लुटिने क्रममा बढोत्तरी भए पनि सुरक्षा निकायले प्रभावकारी कदम नचाल्दा उद्यमी-व्यवसायीदेखि र्सवसाधारणसम्मले असुरक्षित अनुभव गरेका छन् । यद्यपि, प्रहरीले भने राजनीतिक अस्िथरता र सङ्क्रमणकालको अवस्थामा यस्ता घटना हुनुलाई सामान्य रूपमा लिएको छ ।

महानगरीय प्रहरी अपराध महाशाखा प्रमुख उपेन्द्रकान्त अर्याल ब्याङ्क तथा वित्तीय संस्थाले सामान्य सुरक्षा रणनीतिसमेत अपनाउन नसक्दा लुटपाट बढेको बताउ“छन् । "ब्याङ्क अफ काठमाडौ“ कमलपोखरी, एभरेस्ट ब्याङ्क टेकु र बानेश्वरमा भएका घटना लुटपाट नभई झुक्याएर गरएिका ठगी हुन्," अर्याल भन्छन्, "सधै“भर िनगद कारोबार गर्नेहरूले रुट र रकम लिएर हि“ड्ने व्यक्ति बदल्ने हो भने त्यस्ता ठगीबाट बच्न सकिन्छ ।"

ठूला लुटपाटका घटना प्रत्येक महिना छ-सातवटा हुने गरेका छन् भने सामान्य चोरी, लुटपाटका घटनाको त लेखाजोखा नै छैन । रञ्जना गल्लीमा ४० लाख रुपिया“ लुटिएकै दिन नेपाल यातायात चढेका अनामनगरका एक यात्रुको साथमा रहेको २० हजार रुपिया“ लुटिएको थियो । अघिल्लो दिन मात्र कार्यालयबाट र्फकने क्रममा मध्यबानेश्वरमा एक महिला लुटिएकी थिइन् । उपत्यकामा दैनिक दर्ुइ दर्जनभन्दा बढी लुटपाटका घटना भए पनि ५० प्रतिशतभन्दा कमले मात्र प्रहरीलाई जानकारी गराउ“छन् । चोर-लुटेरा पक्रिएर धनमाल फिर्ता पाउने सम्भावना कम रहेकाले पीडितहरू प्रहरीसम्म पुग्दैनन् ।

तर, महानगरीय प्रहरी अपराध महाशाखाका डीएसपी विष्णु केसी भने ८० प्रतिशत लुटपाटका घटनामा प्रहरीले सफलता पाएको दाबी गर्छन् । "लुटिएको नगद र सुनचा“दी फेला पर्ने सम्भावना कम भए पनि अपराधीहरूलाई कानुनी दायरामा ल्याउन प्रहरी सफल छ," केसी भन्छन्, "गएको छ महिनामा मात्र यस्ता घटनामा संलग्न एक सयभन्दा बढीलाई पक्राउ गरसिकिएको छ ।"

धरौटी राखेर निस्कने कानुनी प्रावधानका कारण लुटेरालाई प्रोत्साहन मिलेको छ । एक प्रहरी अधिकारीका अनुसार, मङ्सिर ९ गते कमलपोखरीस्िथत ब्याङ्क अफ काठमाडौ“ लुटपाटमा संलग्न ३० जनामध्ये १६ जनालाई प्रहरीले पक्राउ गर्‍यो । त्यहा“बाट लुटिएको २ करोड १२ लाख रुपिया“मध्ये करबि २२ लाख रुपिया“ बरामद भयो । बा“की १ करोड ९० लाख रुपिया“ बिगोमा अभियुक्तहरूले तीन-चार लाख रुपिया“ धरौटी राखे सहजै निस्कन सक्ने अवस्था रहन्छ । अझ तीन-चार लाख रुपिया“को लुटपाटमा त एक व्यक्तिले ३०-४० हजार रुपिया“ धरौटी राखेर निस्कन सक्छन् । लुटेराहरूले एक महिना पनि जेल बस्नुपर्दैन । कसले आएर धरौटी राखिदिन्छ, त्यो कसैलाई पत्तो हु“दैन । अनि, अपराधीहरू पुनः लुटपाटमा सक्रिय हुन्छन् ।

रामेछापको गौश्वारा गाविस-४ का उत्तम भन्ने उत्तरबहादुर थापामगरको समूहलाई उदाहरणका रूपमा लिन सकिन्छ । पटकपटक पक्राउ पर्दै, छुट्दै गरेका उत्तरे समूहका लुटेराहरूले हालसम्म ३० वटा डकैती गरसिकेको स्वीकारेका छन् । गत मङ्सिरमा धुलिखेल कारागारबाट भागेका समूहका अगुवा उत्तरे मङ्सिर २५ गते पुनः पक्राउ परेपछि यो रहस्य खुलेको हो ।
